yes soliciter is my next call
let me be clear on this i moved from my old address approx 5 years ago
and changed my details with dvla straight away to my new address i have to do this for my job.
i then bought the car registered to my new address which i filled in on the v5 i then sold the car current address on the v5 so dvla had my current address however i had no paper work from parking eye or the court and my old address is on the ccj so it appears all letters etc have gone there.to be clear the change of address was years ago this isn't a recent thing i have no idea why dvla or parking eye would have my old address i moved out on 07/03/2011 !!!

As explained in #5, DVLA will have supplied the name and address of the Keeper of the car that got the ticket to Parking Eye

From the evidence you have been given, that was your name and your old address!

This is the confusion, as you said you changed your driving licence:

i did change my address on my licence cjdavis as it is illegal to not have current address on your licence.and i would lose my job as i drive for bt as my home parking details would be incorrect on my vehicle tracker.
i cannot request a copy of the document due to data protection laws this is what dvla have told me.

Did you receive tax reminders for your old vehicle at your previous address since 2011? How did you tax the vehicle when they had tax discs? Did you have a letter from the DVLA saying you are no longer the keeper?

I would suggest that you contact the DVLA again and ask what address they have for you as the RK for the old car. If it's your old address (which I imagine it will be) and you have some evidence that they had the correct address previously, such as VED reminders or a copy of the front page of the V5C for the old car, then you would be in a stronger position to get the CCJ set aside.

You can request who was the registered keeper and address at a given time with the V888 document at a cost of £5 and a reason why.

As you only have a limite time to do it, start the process to have the ccj set aside.
Then, if you win, start an MCOL against ParkingEye (include the site owners as they are jointly liable) for the costs incurred to you for having the ccj set aside.
