You need to check it pedantically against Schedule 4 of the PoFA 2012. If it doesn't meet the requirements word-for-word, keeper liability doesn't apply, and you have to bring that to POPLA's attention in your appeal 'Janet and John' style.

Almost every PPCs NtKs fail to meet the strict requirements of PoFA, so get checking and pick up on any and every failure in the one you've received.Please note, we are not a legal advice forum. It is very obviously not a POFA NTK! Who does it say is liable? The driver only...PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That's what I thought, it appears they forgot it was a leap year, oh dear! :TNo!
1) It has to arrive within 56 days and given that the date of posting was 31st March 2016 then that's the 57th day after the parking event.
2) No creditor specified on the NTK.
3) Of course you are not "required" to do anything despite their claim.
Reading the NTK it doesn't state that the RK is liable at the moment.

Thanks all for the advice, will do some further research this evening before submitting my POPLA appeal0

and 2nd one now not being contested by NCP. The POPLA result says they are withdrawing it as a gesture of goodwill, the same as the other one relating to the same Parking event!
I would love to see some stats on how many people just pay the invoice when they receive them! It must run into millions of pounds each year!
