I have a relatively short commute and have seen a few times in recent months cars with an opaque film over their rear number plates. I am guessing that this is a protective/packaging film that is on the plate that needs to be removed. The one I saw the other day made the (yellow) plate look white from about 20 yards away and the digits unreadable.
I doubt it is one of those "anti-flash" films......0 -
If a PC notices you with an unreadable ( for any reason ) number plate he can pull you for it. I once saw a guy stopped because his plate was completely caked in mud. The copper must have been in a good mood, because he stood and watched as the guy cleaned it off there and then with some newspaper, then sent him on his way. But you could be fined.0

You also see bike racks completely covering the number plate. The problem is that the penalty for obscuring a number plate is a lot less than the penalty for speeding, so drivers hide their reg number from the cameras and get away with it.I used to think that good grammar is important, but now I know that good wine is importanter.0
