LPG gas installation for Cooker hob

Hi,
Can anyone point me to the detailed regs / install instructions for a simple one propane bottle system for a gas hob ?
I had a gas hob cooker installed 18 months ago by a Gas Safe engineer and I have had no end of problems with gas leaks and intermittent pressure issues. I'm starting to get the feeling my Gas engineer has no clue what he is doing. He is Gas safe registered, and I still haven't had my certificate after months of pestering.
Rangemaster just came out to check the cooker for the latest problems (pressure issues, some rings cutting out) and they are saying, the cooker is fine, but the gas install doesn't look right.
The copper pipe outside the house has been reduced to a smaller radius pipe than is in the house and the pipe outside is pointing upwards before connected to the rubber hose onto the regulator. The Gas safe engineer now just says I need a cutover kit...but that makes no sense to me.
