PCN Parking Eye / Woodfields Bury

Hi all,
Hoping for some kind advice please,
I've just received a PCN through the post stating that I was parked 48 minutes over the limit in Woodfields Retail Park Bury. The date of issue on the letter is 11/2/16 and I now have 3 days only to pay the discounted rate.

I've read through the newbies section and I think I should use the below template for my initial appeal, if this is right? Also I have a transaction for Tesco on my bank statement which proves that I was a genuine customer that day, would I add this to the below?

I also read that people had emailed a complaint Rochelle Bailey at British Land in the past, would anyone still recommend doing that or is it a waste of time now?

Many Thanks

Dear Sirs

Re: PCN No. ....................

I challenge this 'PCN' as keeper of the car and I will complain to the landowner about the matter if it is not cancelled.

I believe that the signs were not seen/are ambiguous and the terms unclear to drivers before they park. Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as I believe the driver may well be eligible for cancellation.

There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.

I have kept proof of submission of this appeal and look forward to your reply.

Yours faithfully,

yes use the blue text appeal template

    yes complain to the landowner

do not admit who was driving, but you could state that an occupant of the vehicle was a genuine shopper and add a copy of the receipt or bank statements to show proof of patronage

do not fall into the trap of inferring who the driver was
  • Thanks for the quick reply.

Just one more question, on the back of the form it tells you to appeal by post or via their website. I was going to email it over to them. What would be the best method?

you should only use a method described by them, nothing else

if by post, get a free certificate of posing at the PO counter

but as this is PE, appeal on the website, choosing KEEPER and use the blue text template etc

Online - on their contact page, calling yourself the 'registered keeper'. You can't email it.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

  • Thank you all for your replies, I've sent the appeal via the website, will post again when I hear back.
  • Just to let you all know Parking Eye emailed me back to say that the charge has been cancelled.

Thanks very much for your help.

    Good news!

Easy when it's PE and you have a receipt because there is a secret exemption for customers - not that any signage tells you this, not that they admit that or tell you how to appeal. Almost as if someone wants consumers to fail and then be sued or be pressured to pay the higher charge.

  • I've recently received a parking eye ticket , I've been parking at tesco for years and didn't have a clue what parking eye was or how it worked. I was an hour over the time limit. Should I pay it? Ignore it, will it go away, I've read as its not a council, or police issued ticket it's not legally binding? (Is that nonsense) or should I try sending the above letter as another customer has done. Help
