Found out today that places at our school were allocated by pulling names out of a hat. My son is 20th on the waiting list. If it had been on proximity to the school he would have got in as we live opposite it. Apparently a lottery is considered fairer.

Should they have been upfront about this at the begining, as it may have influenced people's applications?

All schools, to my knowledge, publish there admission policy in advance of applications
