No they aren't. ZZPS are a debt collector. You need to read stuff about them, as suggested already. Google or search the forum for the two keywords 'ZZPS Hassall' would be enough to find you a wealth of info - more than we could post here in one go.

vcs use zzps who when are getting nowhere change the notepaper to WH letterheads and continue.
as you can clearly see , they are saying ZZPS is their client , however you have no dealings with them , your dealings are with VCS

Nope. Not a 'FORMAL LETTER BEFORE CLAIM'
It looks a bit like that but without that specific wording at the top.
The email response I received from them (following my emailing them that I had already paid and questioning the additional charges) also looks like that but they ammended the fee down from £180 to £80. They've given me 7 days to make payment. That was 5 days ago.
Oh. And I've never received anything from ZZPS Ltd. Just the PCN letter from VCS and then two months later the letter from WH, after I'd paid the PCN.0 -

Thanks. It was a while ago that other shenanigans happened - maybe a year or more. I'm not sure I still have their letters. I can't find my response letter to them on my computer either.

It's just a debt collector desperate letter then. I agree with pappa golf. No need to reply to a WH letter that is just a debt collector threatogram asking for payment to ZZPS.
IMHO you are very unlikely to get a Letter before Claim for just the surcharges/admin fee rubbish, not least because it won't have formed part of the contract. That sum will not have been specifically on the signage so cannot have been consented to when parking. Also the POFA only says a keeper is potentially liable for 'the sum of the parking charge' and even then only of a PPC has complied with the Act (so no extra costs).
Such a shame you paid them £100, which was on the signs but was still not a real parking ticket and was defendable if ever it had gone past this silly stage of threats, which is all it was. They will bother you with another letter or two maybe because unfortunately they have you down as a mug who paid once and might pay them again.
