UKPC Parking Charge

Hi All,

The driver of my vehicle had a Parking Charge attached to windscreen today and just want to get some advice on whether to appeal it or not.

I run a dog walking business and have a client who owns an apartment, he advised the driver to park in a side road (on double yellow lines) as it's owned by the apartment building management firm and "no one ever gets a ticket because it's private land" (The driver parked there for exactly 2 minutes twice a day) however The driver got one today and then realised there's UKPC signage right next to where the van was parked. The land is owned by the apartments but they've employed UKPC. So The driver parked on double yellows right next to the UKPC signage.

As The driver parked on the double yellows should It be accepted and paid or should an appeal with the below template be used? They have pictures of the van next to the signage and on double yellows.

Any help would be greatly appreciated!! :)

Iv'e read the Newbie forum so was thinking i'd just go for the appeal anyway using this template?

I challenge this 'PCN' as keeper of the car and I will complain to the landowner about the matter if it is not cancelled.

I believe that the signs were not seen/are ambiguous and the terms unclear to drivers before they park. Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as I believe the driver may well be eligible for cancellation.

There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.

I have kept proof of submission of this appeal and look forward to your reply.

    use the template in 3 weeks time , around day 25 in actual fact, as keeper

    doesnt really matter what happened on the day, its private land so legal arguments apply

    do you know what double yellows are on private land ?

    yellow paint , or yellow graffiti, no basis in law whatsoever

    in any case, you had 5 to 10 minutes to comply or leave (BPA CoP , clause #13 , Grace Periods)

    Appeal using the template you have found around day 25 as it tells you to do in the NEWBIES thread.


    Double yellow lines on private property are just meaningless graffiti.


    UKPC have been caught doctoring photo evidence and were investigated for fraud. They will be easy to beat using a two stage appeal, stage one being the template above.


    Do not pay, do not ignore, do not reveal who was driving, do not miss the appeal deadline (but do not appeal too soon either,) never, ever 'phone a parking scumpany.

    I was wondering if I should appeal within 14 days incase I lose? Then I'd still only have to pay the discounted rate I think?

    Or

    Do you think I'd have a strong enough case with the two part appeal?

    no , because then its appealing as driver to the windscreen ticket

    you dont want to reveal who was driving, so you need to follow the tried and tested methods on this forum

    believe me when I say this, you wont think of something new that we havent thought of already, our path is well worn , tried and tested and has reasons for why its all done that way

    remember this, when you follow our methods and win , you pay nothing, zero , zilch , it doesnt get any better than that , plus it costs those sc@mmers at UKPC money too

    Please just follow the script. We know what we are doing and the delay in the first appeal to day 26 is deliberate.

    Sorry, didn't mean to be so flippant! I can be a moo when I read the same thing more than once when it's clear what the advice says and why. We wouldn't tell you to delay it deliberately close to the 28 days, if there wasn't a good reason, and there is.

    Also be aware that UKPC sometimes send a silly letter before rejecting an appeal. Asking for the driver's details or a permit. Ignore that completely, the rejection letter will follow and the Notice to Keeper is likely to be forgotten by UKPC (which is exactly why the registered keeper ONLY, appeals fairly late, to time them out and win at POPLA).
