Building on estate managed land?

Quick enquiry really.

We bought a new build last year which came with one parking space which looks like a lay by opposite the house. The land adjacent to it is just mud and is owned by the estate who we pay a management fee for - our house is freehold.

I'm considering building a second car parking space adjacent to our existing one and wondered what the protocol is? My thinking is approach estate management company and I'd imagine pay a fee for the land and then subsequently put in a planning application with the council. Does this sound right?

    You need to check who owns the land. It may not be the estate mgmt company. Check here.

    The owner may sell to you, or lease to you, or refuse.

    You'd also need permission for a drop kerb from the council highways dept as well as planning consent

    Would I still need to contact the highways department if I own the (non adoptable) road he drive would be adjacent to?

    I've attached our plan from the land registry. Would build new drive opposite our house.

    Where the top right hand corner of the box is to the left and above that to make it level with the top left corner essentially.
