Ok so not a scam, just your mistake.
And has been pointed out in this country BRITAIN you need to apply for a British passport.
Have you reapplied and was it correct? if not yet, suggest going to post office and using their check and send service where they will check all is correct.

My partner applied for my sons passport when he was baby, we are a couple but not married but as my son has my partners surname I thought there would be less issues for him applying for it. Even though we paid for the check & send service at the post office, the passport office still got in touch with me.
I had to provide written consent to the passport office saying I authorised my partner (sons dad) to apply for my sons passport. They explained that mothers have more rights than the father not sure why as we are both parents apparently it was something with stopping fathers taking the child abroad without mothers consent. I thought this was a little unfair as it seemed they were saying it was ok for the mother to take without the father knowing. I never got a refund either for paying extra for the check & send, the post office apparently should of picked up on it0 -

Thanks for the comment, I guess that makes sense about stealing the child but you wouldn't think that when applying and yeah the post office should have picked that up and I think you should have got a refund. I am awaiting a call from the resolution centre about my case. My documents haven't been sent to the examiner yet. Will update with their response.

Just on the subject of the application process - there are different processes for applying in the UK and overseas. If you go through the UK process then you need to supply a UK address AND declare that the person applying for the passport is physically present in the UK.
With the overseas process, AFAIK you need to use the address where the child lives, and the paperwork, photos etc would need to be sent directly from Japan to the UK passport office. The passport will then be sent directly to the address in Japan via international courier. The overseas process is more expensive than the UK process, and you also need to pay for the courier. You can fill in the form online from the UK, but the mother would need to print it out, sign it and send it to the passport office with the photos and documentation.Let's settle this like gentlemen: armed with heavy sticks

i got a call from resolution team in liverpool, number is 02034508877 they passed my issue onto complaints and asked me to supply telephone record and said should get refund as their mistake.0
