Norwegian Airlines Will Not Pay Verified Compensation Claim

Hi, I am looking advice as to what is the next step. We were delayed in August 2015 from Larnaca Cyprus to Gatwick for over seven hours. We were a family of five with three young children and revived no Information or updates during the delay.
The Cyprus Government took on the case as the CCA only handle cases departing from UK apparently. In November they confirmed that the claim was valid and Norwegian will be making a payment to details they have for us.
I was unaware of them holding any valid details so sent them an email and called them. They said they have a backlog. I have since sent two further emails to chase but only received automated responses.
Please advise if you know the next step for us.
