Flight cancellation

On 10th June 2015 my spouse and I had a Swiss Air flight from Birmingham cancelled, resulting in a delay in arrival at Zurich of some 11 hours, after being re-routed via Brussels, and missing the first day of our 6 day holiday, including evening meal. The airline refused the statutory compensation citing a "technical problem". I reported this matter to the CAA in July 2015 and received a response that it would take up to 10 weeks to revert to me. Having heard nothing further, in November 2015 I chased the CAA and was informed that it would take up to a further 12 weeks to respond. Since then, I have heard nothing from CAA. What is the point of approaching the CAA if they don't send a substantive response after 6 months?
Swiss Air are obviously hoping that I give up. What do I do now?
