I get what you said, but I was wondering if I appeal after the 14 days, might they not just say you didn't appeal in time, so you can't appeal and we won't give you a PoPLA code?
send a nice appeal AT THE STATED DATE
do this by FIRST CLASS POST with PROOF OF POSTAGE (free from PO counter)
DO NOT send it recorded , they will refuse to sign for it
PO rules state that this will arrive within the req 28 days (working days) .and within BPA rules
