I have a permit issued from the hospital which I believe are from the landowners of the accomodation and car park. The space is for sole use of my vehicle.0

Contact the hospital and inform them the parking company they employed are trying to ripp people off by putting random tickets on cars and making threats, inform them that as they employ them as agents they should call them off and ask what they think they are doing random ticketing permitted cars.I do Contracts, all day every day.0

In the NEWBIES thread I explain WHY I recommend that you wait, does it make sense to you? In most cases, it makes them forget the NTK because parking firms are generally ex-clamper think necked knuckledraggers. Brainless! Then you win at POPLA.
If you add ANY words about the permit don't write 'MY permit I displayed' or anything like that which gives away the driver. It's one of the reasons I wrote a template, to stop people engaging their foot into their mouth.
You are the registered keeper and you must give your name and postal address of course but you do not have to state who was driving. Doing so bins a winning POPLA appeal point in one fell swoop, so use careful wording or just the template will do for now.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I get what you said, but I was wondering if I appeal after the 14 days, might they not just say you didn't appeal in time, so you can't appeal and we won't give you a PoPLA code?0

Nope because in the BPA Code of Practice they have to allow 28 days to appeal.
The 14 days is merely the daft bribe (discount period). The discount we can offer you on this forum if you follow the script, is almost certainly 100%. You will pay nothing at all if you appeal this well at POPLA and follow the advice throughout.
Our advice times the appeal to land with them just before they can get your data from the DVLA, deliberately having wasted over 3 weeks to get you closer to the 56 days during which they 'should' send a Notice to Keeper...explained in the NEWBIES thread.
