    op seems insistent that it was the switches that were faulty, nothing he was doing wrong.

    COM = Common to both lights. A two-way switch is paired with another two-way switch so that you can turn the light on or off from either of a pair of switches. You would wire the live feed into COM on one switch (let's call it switch A) and the L1 would go to the light. Another wire goes from L2 to the other switch (let's call it switch B) and would go into the COM on that switch. When switch A is ON, the power goes via L1 to the light. When the switch is turned OFF, the power goes to L2 and thence to switch B.
