The average annual household water and sewerage bill will increase by 1% on 1 April, bringing it to £389. The water regulator Ofwat says as the 1% increase is below the rate of inflation, suppliers are still on track to meet a target of a 5% drop in real-term prices between 2015 and 2020.
Which country does the regulator live in?

UK CPI inflation, the government's preferred measure, has been around zero for most of the past year.

Or am I reading the wrong ONS tables for inflation?

I DO HATE any organization with the customer in mind with a 'OF' in the title.

Every time they meddle with the 'rules' it costs me more.

What about a rebate on the previous 5 years we all overpaid.
