There's probably a no return within a few hours clause, preventing people from returning after an hour to park again.0

Even ignoring numerous missing and incorrect words in your post, I don't understand your moot point that is far from being "obvious".
What's wrong with being charged, say, for 2 hours at the 'day' rate and then £4 in total for several 'night' hours? If computers are capable of reading the number plates, can they not do this simple calculation?
It would be fair, transparent and wouldn't cause problems for people that are unlucky to arrive at 16:55 and have to either to waste 5 minutes on driving around or fall into the well set trap.
Does it really make any sense to encourage money saving drivers to leave the parking at 16:59 only to come back in 2 minutes?
Is it obvious?. They want to make as much money as possible so that's why the rate is set this way. All they need to do is make sure the wording says "cars arriving after 5pm" then it will make it perfectly clear.0 -

Not all ways of making money are unfair, dishonest and rely on customers unintentionally getting into traps that clearly is the case here. This is something that I can expect from some local rogue parking crooks, not from an apparently reputable country-wide company.0 -
Absolutely, but it's not what you said originally: "There has to be a cut off point", that sounded like a justification of this way of charging because there could be no any other reasonable way.

When I said "there has to be a cut off point" I was referring to the fact the OP keeps saying it was only 21 minutes. So my point is with this offer there has to be a cut off point.
Obviously there is other ways of doing it that would make it cheaper for the consumer. But this is one of the reasons I have only used an NCP car park twice, because they always the most expensive for the places that I park.0 -
My apologies, I misunderstood your point then.0
