Painting over oil based paint

I've used an oil based paint to cover a stain which came through a wall but after leaving it dry and sanding the area down the oil paint is still visible when I paint over it with the rest of the rooms coloured paint. What can I do to fix the problem I have?

the Zinzzer stain block that I used does dry in a Matt finish but its still showing through the emulsion.

Isn't the stain block paint an undercoat already as it's oil based?
