How can I get an IME for a lost I Phone

My friend has lost her I phone 4 which was passed down to her by a family member. She has not got the IME and the original packaging has been thrown away. The insurance company requires the IME number before she can make a claim. Is there a free way she can find this number/reference. All the website show how to get the IME if you still have the phone but not if it is lost. Thank you.

    The network it was used on has to have it recorded. However, insurance companies normally want a proof of purchase/ownership as well.
