Does anyone know the easiest and cheapest way online of getting a website address and building a website please?

Well, the cheapest way is to do it yourself!
To buy a domain:
www.uk2.net is cheap but has terrible customer support and hidden charges for 'extras' that are standard elsewhere
I use www.freeparking.co.uk where it's very easy to maintain all my domains
These companies also provide services for setting up your website, but I've never used those (I do my own)...

What exactly are you after? What is it you want the site for? Is it for a company? Does it need to do anything (ecommerce for example) or is it just a static site?
If you let me know I should be able to point you in the direction of something suitable.0 -
Zaggle have webhosting for £1.99 a month, or free if you take their dial-up or broadband package (which Martin here recommends)0

Depending on how technically minded you are and whether or not you have a Broadband internet package at home the easiest possibly solution for you would be to simply register a domain name with a company such as 1and1.co.uk or 123-reg.co.uk or -here comes the lame plug- UK2.net.... yes yes I know I work for them but we have sold over a million domains (stop the tut tutting im trying to be impartial here).
Once you've purchased your domain simply 'point' it at the webspace that came with your broadband package (your ISP should be able to assist you with this part) and your set.
