    If the close is not gated then untaxed vehicles SORN'd or NOT should NOT be there, they should be on private land i.e a Driveway.
    The difficulty now we don't have tax discs is that it's not possible to know from just looking at a car whether it is legally taxed or not.

    However what was said earlier about 'nuisance' is key. Both the OP and the inconsiderate parker will indeed have clauses about not causing 'nuisance' in their tenancy agreements, and almost certainly about not running a business from the tenancy. While permission to run a business may be granted, the key consideration will always be whether or not it will cause 'nuisance'. Running a business involving multiple vehicles is almost automatically 'nuisance'.

    As others have said blocking a driveway isn't illegal, but a vehicle causing an obstruction which has been parked and left unattended in such a way that it is considered to be a hazard to other road or footway users is.


    You need to really identify how the vehicle is parked, is it a drop curb, on the pavement, parked on a bend? These are usually issued a Penalty Charge Notice by the police or council, a few £60 fines will soon change most peoples mind.


    Failing this, there are a number of things you can do:

    • If the car has invalid or no tax, you should report it to the DVLA.

    • If the car has tax, but has been stationary for some time, and appears abandoned, you should report it to the local council.

    But with a Registration number and make you can. Since these are parked you can look up it's status using the links.

    I'm for a very short period owning two vehicles (taxed, mot, insured) already a neighbour has accused me of dumping a vehicle that I've had to park further down the street.

    This is not an issue you have to deal with yourself - it is the Housing Assn's responsibility entirely.
    All the Tenancy Agreements state exactly what vehicles are permitted.
    Take photos unobtrusively, then go to see the Housing Assn, and make it clear that parking is causing serious inconvenience. Then leave them to deal with it.
    It will be treated in confidence. It is importantthat neighbours get along with each other.
    If your neighbour/s are breaking their T/Agreement by having too many cars or parking them in unauthorised places, it is antisocial behaviour and is grounds for eviction proceedings after notices have been served if still necessary, following advice and reminders from the Housing Officer.

    The OP is in a HA property and we don't know if his neighbour bought his home or why he changes his car so often.
    From what the OP is discribing it sound like they live on a close hence there being only one entrance and exit. If I'm wrong then sorry.

    Not ALWAYS.

    The HA should have a Neighbour Relations Team that should visit.
    Then leave them to deal with it.
    Actually I would be on their case on regular basis, to make sure they are doing their job.

    In this case it wouldn't take much to work out who the complainant it, this shouldn't deter the op in making the complaint and following it through though.

    I wouldn't go as far to say parking an excessive amount of cars there is anti social behaviour, The OP and HA would have to prove their actions is purely intentional to cause alarm, distress and harassment by parking the cars there intentionally to get a rise out of the OP, as you may agree, its pretty hard to prove this would be the case plus it is written in legislation there is a legislative defence to certain actions that bring no charges of ASB. The HA have a thin line in these cases in which they can bring enforcement action. A possession order or eviction would be low on the list of priorities, An enforcement order to enforce the tenancy clause to have 2 vehicles only would be the first order.
    As said the OP needs to call police when blocked in he needs to ask for the crime ref number upon first call and log it, and do it everytime he's blocked in, then when confronted with violence again call police, police working with the HA could then gain a eviction of the family.
