I would arrange to do your shopping at 4am when he is parked there and hammer on their door to get the car moved. Repeat until message received.

Parking on the public road so that there is no space for your visitors is annoying but perfectly legal.
Parking so that you are blocked in is not. If he is a tenant then his lease , like yours, probably has provisions about not causing nusinace to other residents and it may be that the HA can work towards eveicting him if he persistently breaches whic.
I think that you need to start logging (with photos if possibel) evey time he or a member of his household blocks your access, and reporting it to the HA.
You could also reminf him directly aboutthe agreement to ensure that you are not blocked in and ask him to remind his sons and their riends also.All posts are my personal opinion, not formal advice Always get proper, professional advice (particularly about anything legal!)0 -

Unfortunately if it's street parking there isn't very much you can do. The road is no more yours than it is his, but if there's a HA carpark or space to park on the property you should be able to get a parking space.left the forum due to trolling/other nonsense

Lol this sounds like our road, our neighbours have two teenage kids (who have a car each) who each have a girlfriend and boyfriend (who have a car each) plus the two adults have a car each... so its 6 cars altogether and they only have a drive that fits two... Which results in their cars parked outside other peoples houses/abandoned anywhere.0

Being parked outside other peoples houses or kept elsewhere is not illegal. Insured Tax Mot legal to on the street thus legal to park outside my house, your house you grans my aunts and uncles and so on.
Op if you blocked in its illegal and a simple call to 101 should see an officer deal with it.
You need to WRITE to you HA and Stipulate your suspicions of running a car sales from the premises, and also that he is blocking you in.
In the mean time, Keep a diary LOG of all the times you are blocked in with a photograph if possible.
If the close is not gated then untaxed vehicles SORN'd or NOT should NOT be there, they should be on private land i.e a Driveway. Your Landlord should be enforcing the tenancy, as long you WRITE to them they should act!0
