You're first approach would be JCP manager, If they don't resolve you're complaint you can email JCP and you will be made an appointment with a regional manager.
correspondence@dwp.gsi.gov.uk
contact-us@jobcentreplus.gsi.gov.uk
But JCP cannot help with issues relating to ESA or PIP claims being rejected, They also will not help you with work program issues like stopping you're referral.
I just googled those email addresses and the only websites with those emails were local government websites, are there any DWP websites that give those addresses?
If as I think they are, those are emails for Caxton House then good luck getting a response. I wrote to Caxton House Ministers @ and some other email@ I got no courtesy response to acknowledge my email had been recvd, I got no response afte 2 weeks, I wrote an email to IDS (Iain Duncan Smith) personal secretary explaining I had had no response. Someone called John Herron explained that all those email addresses were for the same inbox and apologised and promised to reply if I sent again with FAO John Herron in the subject line. I sent it again as requested and again I got no courtesy acknowledgement (as you would expect from a large organisation with a timeframe for a response), and again I got no response at all from John Herron or anyone else, so again I wrote to IDS personal secretary and this time she ignored my emails aswell.
You couldn't make it up, they are so useless..0 -

These were the email addresses I used when I complained about working links a while ago,
I eventually got a meeting with a regional manager, He turned out to be useless anyway.
I do have his email address but it would be useless me posting since he is a Scottish regional manager.0 -
There is an independent body set up to examine complaints against the DWP - the Independent Case Examiner. Its annual report suggests that some 60% of the complaints investigated are upheld, so it seems to have some teeth.0

OP, have you tried using the online complaint service for UC linked to from this page here ?

I suspect paragon99's e-mail addresses may be out of date...0 -
Despite millions of pounds spent by the DWP on IT, email is still beyond their realms of capability. As I said, write sending by recorded delivery.Master Apothecary Faranell replied, “I assure you, overseer, the Royal Apothecary Society dearly wishes to make up for the tragic misguidance which ended so many lives. We will cause you no trouble. We seek only to continue our research in peace".0

The DWP won't accept anything containing personal details by email from non Government email addresses. So recorded or hand delivery best.0 -
