I would be very surprised if your mother's lease -

The OP's mother owns her flat, it says so quite clearly.

I hate laminate flooring - one of the first things i did when I moved into my flat was put down carpet. The people below were also grateful!

thanks everyone for your help, i think you are all right in that environmental heath are the next step, i have plenty timre to pester them, also i think keeping a diary is also a great idea. there are some other issues with the flat upstairs like cigarette ends being thrown out of windows, the fan light above the front door is smashed, the washing machine upstairs has twice flooded through my mams house and her wallpaper has come off and left the plaster damp. and one of the windowsills is crumbling and a bit fell off and nearly fell into my daughters pram.

Your mother needs to contact the managing agent/freeholder of the building ( whoever she pays her service charge and ground rent to) and make a claim on the buildings insurance policy to rectify this damage, as well as check her lease re the carpet regulation. If this is a privately owned building it's not really a problem for the council.
    Trying to keep it simple...;)

Has she thought of ASKING the people upstairs to TRY to be a bit less noisey.

No harm in a simple, not going off on one, type request!

You could move a bunch of nuns in on vows of silence and they would still get the same problem with noise! It is the amplification of sound caused by the flooring. The op said they weren't partying all night, it was simply that any moving about sounded ten times worse underneath - it is the LL that has caused the problem. Unless the op is prepared to ask the students to stay completely still whilst living in the flat (a little unfair imho:p ), or unless the LL replaces the students with mannequins as tennants - the problem will not be solved unless he does something about the flooring.

Taking off their shoes in the flat might help.
