Landlord controls heating and bans portable heaters

Hi
Ive just moved in to a new house share with no tenancy agreement. I notice its cold, and Landlord now gives me the house rules which
state no electric heaters – as they're a fire hazard apparently. Only he controls the central heating himself. The radiator is barely
warm and that's in January. Other tenants have complained to no effect.
His response is, the heating is fine. What should i do? Can i go against his rules and get a heater if the heating is inadequate, or am i forced to go to the council and maybe get asked to leave.
He also asked for 2 months upfront, with the last month returned upon leaving, but not as a deposit.

Is this an HMO?LODGERS (Licencees/Excluded Occupiers)
A lodger (broadly) lives in the same property with a resident landlord & shares facilities. Unlike tenants, lodgers have few rights.

Wear more jumpers, get some blankets, and use hot water bottles are the only options if you can't control the heating,0
