That is the key difference - if you have an active account or one closed recently then they can still have records, even if front line staff can't access them as it may be dormant - if the OP account was closed 10 years ago they can try DSAR approach but there is a fair chance it will be a waste of £10 and even if they do have records, simply showing you had PPI won't trigger a refund
