Complete red herring, unless your b/f left the car park then returned later and the PPC missed the first exit and the second entry and is claiming the entire time between the first entry and the second exit was the duration of parking. Colloquially known here as the 'double dip'.

I'm not sure how many times it has been now that people have stated "exit and re-enter". First of all, if an operator says one hour maximum stay, it means you are to park for one hour maximum, full stop. When the signage specifies "no return within two hours" and you remain for the full hour and the same driver is parked at any time between his expiry and the two-hour lapse, it could be argued that he is in breach because he is unauthorised to be on the premise during this period. So one hour from 0800 is 0900, conditions = welcome to be parked again as of 1100 same day.
When an operator fails to specify how soon you can return, one hour from 0800 expires at 0900, conditions = welcome to be parked again as of 0901 same day. How should her boyfriend have left?
It is ludicrous for an operator to claim, "...he breached our terms because he never drove out and back again". If they didn't want Jilly's b/f hanging on past the "expiry", they certainly won't have wanted him to drive off and turn around within 10 seconds. Same principle.
I am not stupid and I am not gaming the system. Terms and conditions are required to be unambiguous and the onus is on the operator to provide the information here. Highview are probably aware that an operation to redress all of their scanty signs up and down Britain will cost several thousands.0 -

Even a single point rejection is better than "appealing on no grounds". Might as well just pay up in that case. The point here is that there is no need whatsoever to argue the case on one ground only, there are invariably a list of reasons as long as your arm to contest a charge from a private operator.
In the OP's case, I am merely suggesting she add this to her list of representations. She (or her bf) cannot possibly admit overstaying where it is not spelt out in black and white exactly when he was not allowed to be on the premise.0 -

It's not a letter is it - that's a last resort. Don't Highview accept emailed or online appeals? If so, just copy & paste hoohoo's words and add the keeper's name and postal address at the bottom and the PCN and VRN in a title/subject line.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
