If a parking scumpany does not know the drivers' details (deliberate placement of the apostrophe after the s to denote that more than one driver may exist) they must obtain the registered keepers' details from the DVLA.
A name and address on a permit is not necessarily the details of a driver or a keeper on the day in question. (Note, the keeper is the person in charge of the car who may or may not be the driver and may or may not be the registered keeper.) A driver can appeal as keeper even if they are not the registered keeper.
ANPR cannot assume the name on the permit is that of the driver and cannot get the driver or keeper details unless your tenant tells them. The best way not to tell the PPC is not to contact them in any way shape or form. So, instruct your tenant to ignore any PCN from ANPR, but not to ignore a ticket in any other car park in England or Wales.
ANPR will PRESUME that the permit holder is the car driver
Nuke the !!!!!! , how many visitors/tradespeople are not going to know of this scam and ring him on the local rate phone number!
in the case of the OPs customer , ANPR would not bring a "parking" charge case to court , they would go for "trespass" , so anything BPA/IPC or government related will get chucked out of the window
he has been known to be devious with those trespass charges , in the past

The BIG difference is that was when they were in the BPA and could get keeper data.
Nothing will happen now and this letting agent has the knowledge to assist tenants with these with no comeback. ANPR Ltd issue fake PCNs and rely upon idiots appealing to get the address to harass.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Follow hoohoo's advice to the letter. The last thing your tenant should do is contact ANPR Ltd in any way, shape or form.
If he/she gets any correspondence from them which includes their name and address, get back pronto.
As a footnote - what a daft idea to show actual address details on the permit. If that's on show while your tenant and car are somewhere else in the country, it might just encourage a scally visit!
Would the local crime prevention police officer be interested in this hmmm0 -
Thank you everyone for the responses. It got into the early hours of the morning the other day when there turned out to be more to this thing that I expected. Coming back to it clear headed this weekend I feel more confident than ever that my tenants do not need to do anything.
Since my OP I have been informed that ANPR Ltd would not hold any information on my tenants. The permit is blank when the tenants receive it. It is the tenants who wrote the address and reg number in the spaces provided on it. So ANPR Ltd do not have their name or address. They almost certainly have no way to track them down.
I have since confirmed for myself at the link below that DVLA will not release Keeper information to a company that is not a member of BPA or IPC.

Not that you guys did not tell me that but it is nice to see it directly with my own eyes on gov.uk. (Also checked with BPA and IPC that the scumpany is not a member of either of course.)
So yes, they have nothing and can get nothing. Very satisfying. I would not have even imagined this possibility without this site so thank you again.
I do not have the time to do things like try and get them kicked off the site, and I do not want to poke my nose in to be honest. My company is not involved with the site; we just have a landlord who owns a leasehold apartment that is rented out.
If it was more personal to me I might have taken a little pleasure in sticking it to this horrible company, but given the circumstances I am not going to get involved. And I have already spent far more time on this than I ever imagined. Not that it was not worth it though because it was a tremendous education. One thing I found particularly interesting is how they cannot just make up an amount out of thin air but that it has to actually reflect loss. Very interesting and thank you all who have written stickies and posts and advice in all the threads here. I will never look at this stuff in the same way again, and will be eyeing things very closely if I ever get a PCN!0 -

much as I have to accept your actions , I think you should seriously consider blacklisting sites that are using "unsavoury" PPC.
as you will soon realise , they are brought it to remove "phantom" parkers , however once they have been removed , there only income is by pressurising residents for parking over lines and failing to show permits
consider only accepting companies that use a "white list" of residents cars or add a clause in tenancy agreements that include "peaceful enjoyment"Save a Rachael
