Why are you guys so scared of mentioned the bank's name? If a bank offers a facility, then why is that a "secret". It isn't breaking any laws or terms if the bank doesn't specifically say that you need a minimum amount for your DD.0

agreed. the concept is not to make it too widely known, so as to avoid too many people taking advantage and putting the feature at risk.
but i think the key to that is to use larger than 'penny' Direct Debits. mine are for £10/m. and i leave a lump building up in there for a few months--when it will be useful i pull it back into the system.
ie. just avoid being seen taking advantage too much.:A0 -

If you do a forum search, a list of accounts come up, I think the list is a few years old now and not all the accounts are still available.0
