I was thinking of the Ronan Point flat explosion in 1968 which led to the removal of gas installations in some flats - a council local to me has just completed such a scheme.Never pay on an estimated bill. Always read and understand your bill0

The problem at Ronan Point was in the particular construction of the high rise building, in which a relatively small explosion led to a progressive collapse on one corner.
There are tens of thousands of flats using main gas. If your council intended to remove mains gas on safety grounds, then I think they would have got around to it in less than 48 years? More likely that they are upgrading it to some form of CHP system once the boilers are failing with age.No free lunch, and no free laptop

I am moving from a 3 bed house to a 2 bed flat; how can I compare fuel quotes ahead of time? My current usage presumably wont be relevant to use as a basis for the quote? Thank you
Consult a comparison site to find the best deal for you at your new address.
You'll need to estimate your usage, possibly based on what you currently use, possibly based on the usage of the current occupants, possibly based on the energy report you should have received.
If all else fails, comparison sites will help you estimate your usage.
It doesn't really matter whether you get the cheapest possible deal, as any deal suggested will probably be better than doing nothing.
Just keep an eye on your usage as to whether it matches the estimate you used - and if you find your usage is greatly different to that estimated, then do another comparison when you have that updated estimate of consumption.0
