Hi,
Sorry, I didn't want to start a new thread but still couldn't quite work out what to do after reading the FAQ's.
I have had a Notice to Keeper through the post today for 'parking for longer than the maximum period permitted' on a free to park car park on 29th October (100 days ago!). It suggests that a ticket was placed on my windscreen but I don't ever recall seeing one to be honest.
The company is S & K Car Park Management also trade under Secure Parking and are registered with IPA. They also have the name PCN Parking Solutions and the site https://www.paymypcn.net
They are asking me to pay £78! This is on a free to park retail car park which I assume has some sort of time limit imposed, although I don'd believe I breached it.
I'm not sure what to do, I was never aware of a windscreen ticket in my mind so this is the first I heard of it. I have logged on to their site and seen the pictures of my car and one of them does show a yellow packet tucked behind a wiper but as far as i'm aware it wasn't there when I got back to my car.
On top of that it has taken them 100 days to send me this letter, is that acceptable in itself?
I don't know if to appeal through their site stating what I have mentioned above, referring to 'the driver', appeak using one of the templates (which one?), or just ignore it?

its IPC isnt it ? (not IPA , there isnt an IPA)
if they did issue a windscreen ticket (even if it wasnt there later) , then any NTK has to be with the KEEPER between day 29 and day 56 , if they wish to invoke POFA2012
if they are not using POFA2012 , they have 6 years to chase the driver (if they knew who it was , but they dont)
if they are in the IPC, you use the IPC template, its that simple, also stating that the notice to keeper failed POFA2012 so go chase the driver (who will not be named)
under the IPC , they assume the keeper and driver are one and the same, so with that assumption they harass the keeper, which is what they are doing now
if not following POFA, they have 6 years to chase the driver (not the keeper)
if they do chase the keeper , the keeper says , not me guv, I am the keeper and you failed POFA so go ***** ******* , lol
same applies if they tried a court claim, your defence would start with POFA2012 failures (plus other arguments)

S&K are not known for court but do send the IPC version appeal from the NEWBIES thread. You could add that the 100 day gap means you can't be held liable because they've failed to follow the POFA. BUT be careful not to write something silly giving away who was driving in October.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
