I think if your step-daughter really isn't up to going with her father to accompany her you'd be better to encourage her to forget about the items, frustrating as it might be. It's difficult to see how she can move on when there are ongoing attempts to get them back. Sometimes it's best to just cut your losses.
    . . .I did not speak out

    Then they came for me
And there was no one left
    To speak out for me..

She doesn't sound like someone to take things lying down. Unless drunk of course.
You can pick your friends and you can pick your nose but you can't pick your friend's nose.

Just to give you a perspective here:

I Have known several alcoholics in my time, All were not of rational mind, and quite good liars as they live a lie after lie to hide impulsive decisions that they are incapable of thinking about the hurt that follows them, this includes thieving from family and friends.

Morals and boundaries do not exist in a alcoholics world, its all about the drink and nothing else.

Unfortunately I don't think the items you seek exist any longer either, she is putting hope in your mind they do exist but delay tactics is what your describing to me. You cannot reason with an alcoholic, they will play along so far then turn everything on its head.

I think as she is a alcoholic she is bound to be in allot of debt, she has no money and no assets chasing a hope in court will just incur you additional costs that your never going to recover from her, be that the value of the items also if awarded.
I understand your plea's and putting "emotions" aside, the bones of this is that 5 yrs ago items were abandoned at the property and no effort for 12 months to try and retrieve them, until 4 yrs ago, during that 12 months, an alcoholic can rip through so much cash and possessions to buy alcohol and fund that lifestyle is surprising and also shocking.

You want Evidence they exist BEFORE you decide any course of "legal" action, ask for photographs if denied then you have your answer!
