Help in buying new pc/desktop please?

Hi all!
Would anybody be able to advise me as i am needing a new PC.. this one has 'had it!' but I have had it many, many years!
I'm worried about going into PC world and spending a fortune as i really dont have a clue what I am looking for....
If anyone could spare the time I'd like a new monitor, keyboard and mouse.. and the PC would have the latest windows..... not really sure what else to add?

Hi, well its making a 'growling' noise! I googled and thought it could have been a build up of dust on the fan, so used my hoover hose to suck it out!! which helped a bit but now its doing it again with a constant buzzing... also I have windows XP on this and I take it that's out of date? I cant sync my iphone as itunes needs a newer version, things like that?:o0
