NCP PCN by NCP - Chalfont & Latimer Railway / LU Station

I received a PCN issued by NCP in Chalfont railway car park for no ticket displayed. This is correct, I might have forgotten to put a ticket on the car that day.
I received the PCN In January offering reduced payment of £60 if paid in 14 days or £100 thereafter, nothing in the post yet. It seems a lot for a £4 parking loss. Do I still have grounds to appeal?
I read the newbie thread and it looks like the best course of action is to send a template letter within 28 days (as stated on the ticket), but this concentrates on sign-age - I can't remember if the sign-age is adequate or not.
Would really appreciate some advice - many thanks

take another look at the signage and see if it mentions railway bylaws , not just the NCP signs but the railway ones wellSave a Rachael

the words RAILWAY BYLAWS
PPCs are only allowed to act on land that they are authorised to be on, THEY cannot take you to court , however the railway company can , but that is a different ball game
check the signage , inc normal railway signage scattered about

NCP are BPA members so you should be sending the BPA appeal template from the NEWBIES thread as KEEPER around day 22 by post or day 25 online exactly as it is. (If by post, first class from a Post Office and get a free proof of posting, NOT recorded or special delivery.)
That will give you time to work out how to beat this scam at PoPLA using all the appeal points available including "not relevant land" if the car park is covered by by-laws.
It will take a few reads and re-reads of the NEWBIES to understand what is needed, but forum assisted appeals are nearly always successful as long as you follow the advice here.I married my cousin. who said recorded delivery ! , alongside the templete letter you will see the words "send by first class with free proof of postage from the PO.
a: they can refuse to sign for an item
b: you have proof that the envelope was delivered within 2 working days

What did I say about NOT sending it recorded?
If you can send it online, do that tomorrow. Sending it by post tomorrow first class is cutting it fine but will still be OK. Any later than tomorrow by first class from a Post Office will be too late. Do NOT forget the free proof of posting.
It won't mention anything on the ticket because the scammers don't want you to know that it isn't relevant land. You need to look for railway/station signs, not NCP signs to get the truth.I married my cousin. Apologies, was rushing when replying - I've printed the letter and will send it tomorrow after checking the signs in the morning. Do I send it if there is or isn't a mention of bylaws?
The ticket says appeal by post only, but I just found on the NCP website that if you enter the reg and PCN no to pay there is also an 'Appeal' button, however it does not work, it just displays a message 'Sorry, a processing error has occurred. Please try again.' This looks server generated but I tried in a couple of different browsers just in case0 -
Just post it 1st class in the morning at a Post Office Counter and ask for a free 'certificate of posting'. Don't over-think it, this stage is just an exercise to get a POPLA code, it won't be cancelled yet.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
