    Really low level wattage appliance would nt make the light start flashing, tv on standbye etc. Have you worked out which rates are day and night ? Usually rate 1 is day, 2 is night . As warehouse says, switch the electric off when flat 87 is in. He/she will have a tv on or maybe show a light under the door.

    It's about 100 flats, so yes, fortunately same letting agent.

    I've consumed 39 kWh within 24 hours, this is becoming a headache!

    Could the 'common parts'(stairs/outside lighting etc) be connected to your meter?

    A constant light (it's not the 100A BTW) means no electric is being used.
    A small flash means a small amount is being used.

    I don't think so, there are about 20 other flats in the block, the piping seems to go to 71 and 87 nowhere else.

    The letting agent thought the tenant at 87 was with Eon and was going to contact the grid. However I never found out the outcome of this, as SSE had confirmed he wasn't on the grid, and so he's looking to send an electrician out.
