The BPA changed their stance on bylaws/POPLA when UKPPO started issuing [real] fines in their own name at Newcastle Airport.
Then UKPPO pushed off to the IPC and they have been left with the odd situation of trying to decide on a statutory issue. [Cue it will all end in tears]
But that is a side show. The real core to this is the mis-use of Keeper Liability where it clearly does not apply. So focus on that issue every time - and you can rope the ICO in on it too.This is a system account and does not represent a real person. Bylaw cases can only be sorted out in a magistrates court!

Surprised David Dunford at the DVLA took no interest, seeing as he was looking at PCS/DRPlus cases last year when they were wrongly stating a keeper was liable.
I was given to understand the DVLA were meant to be taking such statements very seriously, in cases where there could be no keeper liability.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
