What counts as a new customer?

With many deals only available to new customers, what counts as a new customer? Is it as simple as cancelling at the end of the contract and then signing up in my partner's name, bank account etc? Or would companies see through that?
Our broadband deal with Plusnet is due to end soon and I note that they currently have the best deal available, but only available to new customers. If you factor in Topcashback on top of the current deal, it works out very well. Obviously, we could only get the topcashback if it goes through as a "new customer" in my partners name.
I have also seen that Topcashback are currently paying £105 for BT, which makes BT the next cheapest option for us.
We're happy with plusnet but if we can't sign up in my partner's name we'll move to BT.
