Brake pads for life is a con because they will want to fit new discs which wont be covered.

She lets him drive it because she cannot afford the running costs on her own, its going to come when he needs his own car and she wont be able to afford to run one.
Yes he is the named main driver but its still her policy and her no claims at risk.

She wonders if he really was doing 20mph at the time or driving too fast for the conditions?

Actually, do (some) smartphones have accelerometers and gyroscopes and things in addition to GPS. Perhaps it's easier to hide a smartphone away and record that stream if you don't need to also arrange for a gps signal.
