The best defence starts with there being no breach of any conditions and/or proof and only if such sound grounds do not exist should it be necessary to look at procedural issues which should be the grounds of last and not first resort.0 -

Matt, don't feel you have to answer to irrelevant questions from a newbie which do not assist you. Just send the usual appeal with the proof of the £2000 order and the words added that have already been suggested.
Don't add anything else. You need to ensure nothing suggests who was driving.

Is the following correct should I choose if the signs were unseen or ambiguous or leave as is?
Should I redact any information from the copy of the sales contract (i.e. name/address/any other personal detail)?

I challenge this 'PCN' as keeper of the car and I will complain to the landowner about the matter if it is not cancelled.
I believe that the signs were not seen/are ambiguous and the terms unclear to drivers before they park. Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as I believe the driver may well be eligible for cancellation.
There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.
The occupants of the car were trying out sofas in DFS and also had lunch at one of the establishments in Goldstone Retail Park. I attach a copy of the order made from DFS during the visit, which shows more than £2000 was spent. The occupants of the vehicle have complained to DFS of course about your unwarranted demand.
I also note that you chose to issue a non-POFA-compliant Notice to Keeper and will draw the omissions to the attention of the POPLA Assessor if you do not cancel this oppressive charge at this stage.
I have kept proof of submission of this appeal and look forward to your reply.

I would send that by email as is and attach the full order, no need to redact the address (you should also ensure your full name AND postal address appear at the bottom of that email so they can't argue you've not supplied all the info in the appeal).PRIVATE 'PCN'?
