The Government states that the package of measures once enacted would:
- enable Government to drive timely delivery of smart meters. Smart meters will help put households and businesses in control of their energy usage
- provide the Gas and Electricity Markets Authority (the Authority) with powers that support the introduction of arrangements for next-day switching and ensuring that suppliers use consumers’ actual half hourly electricity consumption data in settlement processes, boosting competition and assisting consumers
- enable competitive tenders for some onshore electricity assets, fundamentally changing the way network investment is made while driving savings for consumers

The Committee is focusing on the following key questions:
- Are the proposals in the draft legislation sufficient to achieve the Government’s stated aim of increasing competition in the energy market and reducing energy costs for consumers?
- Are the draft legislation’s provisions necessary, workable, efficient and clear? If not, what changes need to be made?
- Are there any relevant omissions from the draft legislation, particularly in relation to the measures on supply and switching and competitive tendering?
Submit your evidence by Thursday 11 February 2016.
