    All appointments agreed with Tenant after he has finished work.
    He does not answer the door.

    Does your partner write to the tenant telling them about the appointment? Does you partner then go to the property at the allotted time to let the GSE in just in case the tenant is stuck in traffic on his way back from work?

    We have an Agent who arranged the first appointment.
    We do not live in the same town.
    He told Agent he had to work late (on the day of appointment)
    Agent asked Landlord to give Tenant the Gas Safe number to arrange a further appointment which he did.
    Car on driveway but no answer.
    He went an hour later and no response.
    House rented out for 12 years and never had a problem.
    This Tenant has been there 12 months.

    Why don't you or your partner offer to go over yourselves to let the engineer in, so he doesn't have to rush home from work?
    Have you asked the tenant why he didn't answer the door?

    OP, there is no need for the tenant to be present. Advise him when the inspection will be (give 24 hours notice) and arrange keys for your RGI.
    No free lunch, and no free laptop ;)

    What if my tenant won't allow me access to the property?

    The contract you draw up with the tenant should allow you access for any maintenance or safety check work to be carried out. You have to take ‘all reasonable steps’ to ensure this work is carried out, and this may involve giving written notice to a tenant requesting access, and explaining the reason. Keep a record of any action, in case a tenant refuses access and you have to demonstrate what steps have been taken.
