digging this thread up as there is some useful info,

bike: 1978 (Kawasaki) , believed to have come from Germany (german vin plate)

bought a few mths ago , private seller , NO V5 or VRN , believed to have been in this country for 10-15 yrs in multiple ownership whilst being rebuilt.

dating letter from VJcc obtained , forms sent to DVLA , they have fired it back , wanting a NOVA.

online submission made and this come up

Re: Online Notification of Vehicle Arrivals (NOVA) submission

    Submission reference: 4xxxxxxx
    NOVA reference: NOVA1xxxxxxxxx
    VIN: k1xxxxxxx

Thank you for your vehicle notification.

For information purposes the relevant law relating to notification and payment of VAT due in respect of the acquisition (purchase) of a new means of transport or the arrival in the UK of a means of transport is contained in para 2 (4) to (5D) of Schedule 11 to the Value Added Tax Act 1994 and the related regulations.

As advised on the acknowledgement of your on line submission, the VAT amount due is shown below.

    VAT liability and amount due

    Price paid: 500.00 GBP
    Exchange rate:
    Value (£): 500.00
    VAT amount due @ 20.00%: £100.00

The VAT amount due will have to be paid before an application to DVLA to register and license the vehicle can be made.

Any payments should be made electronically by the Faster Payments Service, Bankers Automated Clearing Services (BACS) or Clearing House Automated Payment System (CHAPS). The vehicle notification reference number will need to be quoted when making payment. The sort code, account number and account name to use can be found on the HMRC web site Paying HMRC URL

Any payment that is outstanding and is not paid on receipt of this correspondence will be referred for debt recovery action, unless you disagree with HMRC's decision - please see below.

I thought a 39 yr old motorbike that had done 40.000 miles with a REBUILT value of £500 and had come from Europe was exempt from VAT

    other suggestions please

If you can prove that VAT has been paid in an EU member country - by, for instance, showing that it's been on German plates - then no VAT is due.

But they won't just take your word for it.

So you don't have any documentation at all for anything prior to the import to the UK?

Problem is that Germany still doesn't have a single national vehicle registry - it's all done regionally. If you don't know which region it was registered in, you can't easily ask if that VIN was ever registered there. And there's a LOT of 'em...

Which points you to Kawasaki Germany, I think, as your best bet.
