    Are there any charities or initiatives locally that offer mentoring programmes for youths?

    Some of the suggestions on this thread to deal with their self-absorption and apathy are about punishments. Is there anything in your area that could be about inspiring them?

    btw, you say the youngest left school due to bullying and disruptive behaviour - was she the victim or the perpetrator? You seem to have ruled out sending her back to a regular school despite the fact that she won't knuckle down and keeps 24/7 company with someone you see as a bad influence. Why can't she go back to school as she's had her home education chance and blown it?

    Can social services find accommodation and sort out benefits for the elder? At the moment, she is a NEET and seems to be quite comfortable in this status. You could still offer CV and job seeking support, have her over for dinner and film nights with your daughter, even if she's got her own place.

    In her own place, she will learn how to cook, budget, manage her time or she will eat microwave £1 meals, get into debt and spend all day on FB instead of finding a job, but the consequences fall directly on her.

    Maybe your daughter will flourish without that accomplice or constant distraction? What was she like in terms of energy, commitment, attitude and applying herself before the Niece arrived?
