SWW started to take a harder line with their debts last year, including booting up ccjs to the high court for enforcement. You should certainly phone them to find out what this is about, but they may just say 'talk to Orbit', which could be a frustrating experience.

You'll be aware that SWW has the highest charges in Britain. In a Band D house you could be asked for £90-100 per month

If you can't resolve things and get a payment plan that works, you could ask your local CAB to refer you to the Water Debt Gateway at Plymouth. There are a variety of schemes, like watercare, watersure and Restart and they can check whether you'd be better with a meter fitted

Let us know how you get on

OP How long has your girlfriend lived in her new home and does she have proof of when she moved into the property? You said that she has only recently moved into the property. When she moved into the property did she contact the utility companies including South West to tell them she was now responsible for the bills? I assume this is how the water company got her name.
Depending on the water company, they can issue bills on a six monthly basis. (though not necessarily 6 months after you register with them). Mine issue bills in February and August for example. It then depends on how you choose to pay as to whether you need to settle that bill. A Direct Debit will be automatically adjusted. If she does not pay by Direct Debit then she will be asked to pay the bill. Most bills will tell you when the payment is due by.
I would contact SW to find out what period the charges they are trying to collect are for. I would also ask for a copy of the bill they have sent. Your girlfriend has no liability for any one else's bills.

If SW are charging for water/sewage from before she moved in then she needs to get her complaining head on. They should compensate her as well.
Paid off the last of my unsecured debts in 2016. Then saved up and bought a property. Current aim is to pay off my mortgage as early as possible. Currently over paying every month. Mortgage due to be paid off in 2036 hoping to get it paid off much earlier. Set up my own bespoke spreadsheet to manage my money.

    Just checked

    Typical Band D - £90.75 per month

Yes, they can be difficult. You can imagine if they get a direct deduction from someone's JSA/Income Support, for ongoing charges plus £3.70 per week to the arrears, it can do a lot of damage. Then if a priority creditor like the council or a magistrates court tries to get an attachment the DWP says no, as the maximum deduction would be exceeded. The recent use of high court bailiffs has been a pain too.

On the flip side, metered charges are not so bad, they have a lot of schemes to help if you can access them, and they fund a team at Plymouth CAB to help access those schemes.

They would probably point out that they are in a unique situation with the length of coastline they are responsible for keeping clean, and the population increase in the summer.

Surfers against Sewage are still not happy though

Sounds like you'd be best giving National Debtline a quick call, as they can talk you through what you need to do a lot easier.
