Today i have received an "Reminder Notice" from the above regarding an unpaid PCN, i'll outline the circumstances.
I am a MRI medical engineer who works across various hospital i the South of the UK.
On 26th Nov 2015 i was working on a mobile unit parked at King George Hospital in illford.
The mobile was situated in an area not serviced by a car park so i approached the hospital security / parking office for advise on parking and access to the mobile.
I was advised to park on a hard standing area next to the mobile, an area also used by the radiography staff working on the mobile.
I was parked here for at least 3 hours when a parking attendant entered the mobile with a PCN in a stick pouch in his hand, he was with one of the hospital security staff.
He explained that he had put a PCN on my car but then removed it after security explained who the car belonged to and why it was parked where it was.
He asked me to move my vehicle back by around a metre to make access for emergency vehicles easier which i did, he then said not to worry about the PCN and he would get it cancelled, he then walked off with the PCN still in his possession.
Well now today i have received the "reminder notice" regarding the unpaid PCN, obviously i was never in receipt of the original PCN as the parking attendant removed it from my window and said he was going to cancel it which obviously he didnt!
The second point is that the PCN states that The reason i recieved a PCN was "Vehicle Timed Out" now this cannot be the case as i was not parked in a car park and had not purchased a ticket that could have timed out, i was parked in the advised place with my "Emergency Medical Service Vehicle" sign in the window, my colleague who was parked next to me has not received a PCN probably because after issuing and supposedly cancelling my PCN the parking attendant agreed that we could leave the vehicles parked in the advised position.
Advise please, should i email the appeals department with the above ibfo or should i rely on getting out of the PCN on the technicality that my vehicle did not "Time Out" due to never having purchased a ticket in the first place.
I will add that i have only just received the reminder notice due to the vehicle being a company vehicle so it has taken this long for the paperwork to find me.

And have you explained this to the hospital, stating what their contractor ( the parking scumpany) are up to? you should tell the hospital to cancel any action from their agentsFrom the Plain Language Commission:

I have just received this surprise today so will call the security / parking office and see what they say, can it still be cancelled by the hospital at the "reminder" stage?

The parking company (agents) are working for and on behalf of the Hospital (principal)
The hospital could instruct the PPC to cancel at the court stage - that is if the PPC is/was stupid enough to try that path.From the Plain Language Commission:
