    I used foobar200 for a while.

    https://www.foobar2000.org/

Currently playing music via VLC, listening to a folder containing a certain genre, with VLC 'random' button selected.
    Move along, nothing to see.

Wow that's brilliant, that 'tracks from multiple folders in order' thing could be useful, it only it had a catchy name...........I know let's call it a playlist! :)

Is this a question? Then yes its a program that you can install and run on Windows and other operating systems.

I have an embedded version running on a tiny Raspberry Pi2 which is utterly brilliant.

A tiny computer running on 5volts and consuming a tiny amount of power, Full 1080 HD video no issues. All for £30 ish.

And so portable, Take the Pi an HDMI cable, remote and a mars bar sized battery pack it was running for over 6 hours at a friends house and would have lasted much longer.

.But KODI is great also. Lots of versions Windows, Linux, Pi and embedded OS's also so it runs directly to KODI.

indeed , XBMC/kodi is a very competent programme, and was indeed tried both on a Pi and a PC ,

however after indexing music files (both on a PC and a Pi) you only have the ability to play tracks(s) from one folder , not multiple ones

you can however make a playlist , but its a long drawn affair
