Returning a laptop to Argos?

I bought a laptop on the 29th of December from Argos, and once I eventually had time to have a go on it and get to grips with it all, I discovered that the integrated webcam, one of the main features mentioned in the Argos catalogue, was not working.
I've tried various methods as instructed online, including uninstalling/reinstalling software, to no avail. This eventually ended up with me being in an online chat with a member of the USA HP Support team, who took control of my laptop and tried various methods herself, again to no avail. She eventually recommended I try doing a complete system restore, to bring it back to it's factory settings, which was fine by me as I hadn't done much with it yet. When we tried to do this, I actually got an error message telling me I cannot do a system restore.
She then advised me to speak to someone in the HP UK Support team as it looked like I may have to purchase something extra, something about media recovery was mentioned? I have no idea what it is, but she basically said it's out of her hands as we're overseas.
She gave me a number to call to speak to HP UK. Premium rate may I add.
My question is, is it actually worth me speaking to HP or should I just take this back to Argos? I'm now concerned that all my information is on there (logins, etc) and now I can't restore factory settings so I can't remove all my data before taking it back, but the longer this goes on, the more I can't be bothered with it. To me, a system restore and a built in webcam are basics surely? And if they're not working surely that implies the laptop is faulty?

The sales of goods act 1979 has now been replaced by the Consumer Rights Act 2015 but if you buy something which is faulty then you can return it within a reasonable time. I would suggest 2 weeks is reasonable. I would take it back for a full refund. If Argos try to argue that you should return it to the company who made it they are wrong. Your contract is with them and it is their duty to take back the faulty goods and give you a refund0

The Consumer Rights Act effectively replaced that 'reasonable time' wording with '30 days'.
Or to put it another way, the consumer can return faulty goods anytime during the 30 days after delivery for a full refund.0 -

if so...I'm now concerned that all my information is on there (logins, etc) and now I can't restore factory settings so I can't remove all my data before taking it back
Presumably your data has been entered into a browser (Chrome, Firefox, Internet Explorer, Edge?) If so then there are definitely very easy ways of erasing personal data without doing a system restore.
Also, have you set up an email program for emails or have you been using webmail for that (hotmail, gmail etc)
Post back and I can advise forther on these specific issues.
hope this helps0
