Formatting SD card

Have just got a Kingston 64GB SDXC 1 class 10 card, but cannot get it to work, it tells me it needs formatting but Windows says, "Windows was unable to complete the format."
Then, "Windows can't format L", (this is the drive the card is in, I have tried in other drives). "Check to see that the disk and drive are connected properly, make sure that the disk is not read-only, and try again.
For more information, search Help for read-only files and how to change them."
I have checked Help for read-only files but there is no "read-only" tab in the General tab, (or anywhere).
Is this a faulty card, or is there a way to format it?
This card is for a Mobius dash cam and I cannot format it there because it is not recognising it.

ok , try this format tool https://www.sdcard.org/downloads/formatter_4/
however you might want to check that the card is genuine afterwards , lots of fake cards around run H2testw proggy , https://www.google.co.uk/search?sourceid=navclient&aq=&oq=h2testw&hl=en-GB&ie=UTF-8&rlz=1T4GGHP_en-GBGB672GB673&q=h2testw&gs_l=hp...0i131j0l4.0.0.0.4889...........0.K6e1Iyh5gRQ&gws_rd=ssl it will take some time (1 hour?) but will check that it has all the space it is supposed toSave a Rachael

Mobius wont detect it? Does it only work with cards upto 32GB, does it support SDXC? or just SDHC?
If its HC then it wont work, the card should be formatted to be readable in a computer with a proper SDXC card reader, older HC only readers are not compatible.Censorship Reigns Supreme in Troll City...0 -

I have 2 cards purchased together from Amazon, one is working this one won't allow me to format.
It does work on 64GB formatting exFAT, it is SDXC.
Earlier it did record and play back but there was hissing on the sound, so I formatted it, but now the Mobius deos not recognise it and won't record, and Windows, as said above, won'/can't format it.

OK this may be the problem as when I try to use the formatting tool in pappa golfs post I get, "The memory card is write protected.
Please release the write protect switch." I mentioned similar in my OP and also said I have no means of releasing this "Switch"

This is a micro SDXC card, I have tried it as is and also in an adaptor with the lock slider unlocked, my card reader has a blue light and on a card that is recognised it has a steady blue light, but this card has the blue light flashing, more than likely meaning it is "write protected, but I cannot unprotect it.Don`t steal - the Government doesn`t like the competition0

It sounds like a faulty card unfortunately, when they detect problems they set the card to a write protected mode so that you can potentially get the existing data off them.

Dodgy card, had teh same symptoms with a fake SD card, 64GB turned out to be 4GB and marked SDHC, HC is upto 32GB.
Quite obvious it was a fake one.Censorship Reigns Supreme in Troll City...0 -
As above, lots of fakes about, most show full capacity in Windows, but when you try to fill them, they get to 4GB or 8GB and become corrupted.“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”

They are usually OK until you format them. That messes them up big time.
If not formatted at the incorrect size they can be sorted, the debate seems to be that its not wise to bother they are likely to be poor quality and not to be trusted at any size.Censorship Reigns Supreme in Troll City...0
