How do I sort this huge billing problem with Vodafone?

4 weeks ago I called Vodafone and asked if there was any way of downgrading as I was paying £60 a month for unlimited minutes and texts and decided I didn't need all of that so they said I was eligible for an early upgrade and that they could put it through at £14 a month for 600 minutes etc. I hung up very happy and grateful that they sorted it for me. However a week later, I had an email claiming that my next bill will be £180. I phoned and they said it was a system error, I was being charged for a mobile number I haven't owned in years and that it would be fixed. This didn't happen, they took the money out of my account a week later.
I called again, I was on the phone for 2 hours before they said that it would be sorted and that the number has been cancelled off and my next bill, with a 15% discount for my trouble, will be £11.40p. Brilliant news. Then they claimed they'd refund the £149 that they owe me. This hasn't happened and today, I received an email that my next bill will be £180. I have called them 10 times in 4 weeks to get this sorted. I lost patience and asked to just have my contract cancelled because of the amount of problems and got told there is no way out of the contract unless I pay £150 cancellation charge. I find this disgusting as all of this is their error and no one seems to be sorting it. I'm going to get charged the same amount yet again and I simply cannot afford it. I will simply cancel my direct debit and refuse to pay if it continues but is there anything that I can do because phoning them and speaking to a dozen departments and being told they have rectified their mistake clearly isn't working.

Call Ofcom, register the issues, get a reference number from Ofcom they have noted your issues and follow the complaints procedure quoting the Ofcom reference in all communication with them.SO... now England its the Scots turn to say dont leave the UK, stay in Europe with us in the UK, dont let the tories fool you like they did us with empty lies...
