    Personally I'd sack the dog walker on the spot without notice or reason why.

    I'd then draft out a carefully written letter and send it to the dog walker via recorded delivery, something like the below;
    Dear Dog Walker,

    It has recently come to our attention through inadvertently obtained evidence that you have not been providing the standard of service which we had been expecting from yourself; namely it has been proven that (on a number of occasions) you have either not walked our dog at all or taken him for a considerably shorter walk than agreed.

    The above is the reason why on X date we terminated our services with yourself.

    In light of this situation we have no choice but to ask for reimbursement of fees paid to you, we believe the sum of £X is a fair and reasonable amount given you have been employed for X months in total. We will be happy to consider some sort of re-payment plan of £x per month over x months if the total amount is too much for you to pay in one go.

    We would invite you to send us your views on the situation and also if there was a justifiable reason for such behaviour on your part we will be happy to take this into consideration.

    I look forward to your reply within 14 days of this letter, unfortunately failure to do so will result in me taking further action formally (small claims court) and/or publicly (Facebook) to alert your other customers of such deceitful behaviour.

    As you are well aware our dog has x problems and we trusted you to provide a caring service in our absence; your behaviour has both shocked and saddened us.

    To my mind , if other people can catch her out, not just yourself, it would make your online review of her have much more impact. Don't use any words like fraud though that could be libellous and get the review removed.
    Does she actually have a business name?

    So she accidentally left the note saying the dog had had a good walk instead of either making alternative arrangements for someone else to walk the dog or making the owner aware they weren't going to be able to cover?

    That note is all thats required to show intent.

    How about cancelling immediately (lets face it, the walker is low-life and will not be wanting to repay the owed money) and posting letters around the area on lampposts, facebook, noticeboards, etc advising other dog owners to check their dog walker is actually doing hat they're paid for as yours (don't name them) has been lying and cheating the dog out of its exercise and you out of your money.
